How does luggage allowance usually work on multi-day/city tours? I normally bring a carry-on suitcase rather than just a backpack, so I’m curious whether most tour vehicles can accommodate this or if travellers are expected to pack much lighter.

I’ve been on several tours in several formats (large groups, private, semi guides/small groups) and from my experience it really does vary.
For nearly all tours, they will expect you to have luggage - if you are on a coach tour I would say you almost definitely will have luggage storage under the coach - but often there are size restrictions (for a carry on case, Im sure that would be fine).
For a small group/mini bus, again small luggage would be expected but you might want to check sizes.
For the private tours, I’ve generally had my own driver and luggage stays on the car boot.
One thing I would watch for - if you take public transport and have to walk a bit - some operators, like G Adventures, generally advise to have a backpack as they use public transport in quite a few places and its easier to manoeuvre, but I don’t think this is a strict rule.
Probably best to check with your tour operator before you go, but my guess would be a carry on case would work in nearly all circumstances!

With larger tour operators, they generally have dimensions you can refer to regarding size restrictions, since some of the motor coaches used have smaller upper racks than an airline so carry on bags wont fit. With Trafalgar, I brought a large suitcase, a backpack and a purse for evenings out.
But for smaller operators, never hurts to ask! They may have assumptions on how much luggage you plan to bring, but letting them know ahead of time let’s them take this into account.
